The International Crisis Group published on 9 May 2017 a policy brief titled "Instruments of Pain (III): Conflict and Famine in Somalia."
The report estimates that half of Somalia's population is in dire need of food aid. The international community has been slow to respond and al-Shabaab is preventing delivery of assistance to areas under its control.
